The United States Continues Trade Remedies on Chinese Steel Rods, Initiating an Anti-dumping Investigation on March 26, 2008, and Officially Imposing Anti-dumping Duties on April 14, 2009. Since then, the U.S. Conducted Two Sunset Reviews, Twice Making Affirmative Rulings and Extending the Taxation Period. The Involved Products Fall Under the U.S. Harmonized Tariff Numbers 7318.15.5051, 7318.15.5056, 7318.15.5090, and 7318.15.2095.
On March 14, 2019, the U.S. Department of Commerce expanded its investigation to include carbon alloy steel rods imported from China, India, Taiwan, and Thailand, initiating anti-dumping investigations, and also launching anti-subsidy investigations into products imported from China and India. On February 10, 2020, the U.S. Department of Commerce made affirmative final determinations on the anti-dumping and anti-subsidy investigations for carbon alloy steel rods from China and India. On the same day in April, the U.S. officially imposed anti-dumping duties on Chinese carbon alloy steel rods and anti-subsidy taxes on carbon alloy steel rods from China and India.
Meanwhile, Mexico also took trade remedy measures against Chinese steel rods. On June 9, 2023, Mexico initiated an anti-dumping investigation into steel rods originating from China. After a six-month investigation, on December 22, 2023, Mexico's Ministry of Economy made a preliminary affirmative ruling, imposing provisional anti-dumping duties of 8.02% to 48.08% on the involved products.
By August 13, 2024, Mexico's Ministry of Economy issued a公告 announcing the affirmative final ruling on the anti-dumping investigation into steel rods from China, deciding to impose anti-dumping duties of 8.02% to 91.22% on the involved products. The specific tax rates are as follows: Jiaxing Chinafar Standard Parts Co., Ltd. at 8.02%, Haiyan Wandefu Precision Hardware Co., Ltd., Lianyungang Xincheng Hardware Co., Ltd., Jiaxing Longyu Machinery Co., Ltd., and Zhejiang Junyue Standard Part Co., Ltd. all at 17%, and all other exporters at 91.22%. The products in question are untempered low carbon, medium carbon, or alloy steel rods with a diameter of greater than or equal to 6.4 mm and less than 38.1 mm, and a length of greater than or equal to 152.4 mm, covering products under the TIGIE tax numbers 7318.15.99 and 7318.19.99. The announcement takes effect from the day after its publication.
